Officers and men of the active service and re- -serve lists, surveyors, persons who have resided in foreign countries and are acquainted with the local conditions and language, are qualified for membership of the Association.

5. The president of the head office is appointed by the General Staff and must be an officer holding a colonel's commission in the Army. The presidents of branch offices will be either appointed or nominated or elected without infringing the last article.

12. The real objects of the Association are already set forth at length in the above. Therefore the attitude of the Association towards foreign countries must be outwardly very friendly in order to find out the desired information. Though established nominally to promote trade and commerce, Association is in reality a machine under the direct control of the General Staff. Secrecy and rapidity in executing the work should therefore be attained.

(a). Nominally the Association exists for the purpose

of studying the traditions and customs of foreign countries and the promoting of friendly relations and sentiments in order to develop mutual trade.

(b). The above is of course a matter of diplomacy. The true status of the Association is that it is an important instrument of the General Staff for collecting information regard -ing military, diplomatic and political affairs and strategic positions, etc., in foreign countries.

(c). With the establishments of the Association the Intelligence Service, and the Touring Agency of the Ministry are to be abolished and their duties will be fulfilled by the Association. Therefore the duties of the Association are of the
